BOSTON. October 16.

The House proceeded in the consideration of the bill for granting an Impost to Congress, and a motion was made that a proviso should be inserted in the Bill, that the monies arising from the said impost should not be appropriated to the discharging of the half pay or commutation thereof promised by Congress to the officers of the army, which was determined in the negative--Yeas 64-Nays 74.--The general question was then put, Whether the said Bill, it having had three several readings, should pass to be engrossed? which being put by Yeas & Nays, passed in the affirmative.
