From a Barbadoes newspaper of the 24th ultimo.

Accounts from Surinam to the 10th inst. state a great scarcity to prevail in that colony of almost all the indispensable articles of life: in consequence of this, a proclamation has been issued by the court of police, under the authority of governor Bentinck, granting a bounty on the importation in British and neutral vessels, within the space of four weeks from the above date, of fifteen guilders per barrel on flour; five per hundred on rice; and two per hundred on beans and peas; and for four weeks further, a bounty on the said articles of 25 per cent. less than the above, deducted at the expiration of each fortnight. It appears also, that from the general prevalence of dry weather at Berbice, Demerary, and Essequibo the plantain crops have mostly failed, and as late as the 18th instant, great apprehensions of scarcity were entertained in those colonies, as well as at Surinam.
