St. Johns, N. F., April 26.—The steamship Circassian, from Galway, has passed off Cape Race, bound to New York, and by the dispatches from the Liverpool Agent of the Associated Press, we are placed in possession of Liverpool dates by telegraph to the 18th inst., five days later than previous advices. The latest dates by mail from Liverpool, are to the evening of the 18th inst.

The steamers Weser and Arago had arrived out.

The last complexion of continental affairs are warlike. Paris letters regard peace as hopeless. The movements of the French troops assume the most threatening proportions. Preparations in every branch continue without abatement.— The Paris Patrie, nevertheless, asserts that France has not armed.

AUSTRIA.—The propositions for the Congress are not acceptable to France, but not being prepared to take the field immediately, Napoleon seeks delay. The Paris Bourse has been depressed, but closed rather firmer at 67f 35c.

The Ministerial statement to both Houses of the British Parliament, in relation to the affairs of Europe, which had been promised on the 16th, was postponed till the 18th. Parliament had unanimously voted thanks to the civil and military officers, and to the army in India, for having achieved the suppression of the rebellion.

The Congress negotiations are progressing very slowly. Austria positively refuses to take part without a previous and simultaneous disarming.

LONDON, April 16.—Baring's circular quotes wheat firm at 1@2d advance for English. Rice firm at 4d of an advance.

Money Market.—American securities are slow of sale; prices unaltered. Consols closed at 95@95 for money and account. The bullion in the Bank of England has decreased £354,000.— Money market closed unchanged.

Lord Canning is to receive an earldom. Parliament was to be dissolved about the 21st. Judge Haliburton has been knighted. Wm. B. Reed, late U. S. Commissioner to China, has arrived at London. The Spanish Cortes has impeached ex-Minister Colantez. The American ship Reindeer was lost on the coast of Manilla. She was bound to San Francisco. The crew were saved.

THE LATEST.—LIVERPOOL, Monday, 10 A. M. —The steamer Niagara, from New York, is signalled. There is no later commercial news. The political state of affairs is unchanged. The negotiations of the peace Congress are progressing slowly. Several political prisoners in Prussia have been liberated. The informal amnesty has been declared. The French squadron has sailed for the Mediterranean. The Paris Bourse closed firm on Saturday at 67f 5c. There were rumors of a new Prussian loan for military eventualities.

LIVERPOOL, 16.—Cotton closes very dull, with a declining tendency. The estimated sales are 5,000 bales; nearly all to the trade. Flour steady. Wheat firm at full prices. Provisions steady.

LIVERPOOL, April 16.—The Cotton sales of the week were 42,000 bales; the lower qualities have declined ¼, and middlings 1-16, the market closing quiet. Sales to speculators for the week 8,000 bales, and to exporters 6,000. The authorized quotations are, New Orleans fair 7⅛, middling 7 5-16; Mobile fair 7 ¾, middling 7 3-16; Upland fair 7 1-16, middling 7.
