Brigadier-General Arnold having reported to the Commander in Chief the success of the expedition under his direction against New-London, on the 6th instant, his Excellency has the pleasure of signifying to the army his high sense he entertains of the very distinguishable share the corps employed upon that service: But, as he draws the greatest satisfaction from the ardor of the troops, which enabled them to carry by assault a post of such strength as Fort-Griswold is represented to be, he cannot but lament, with the deepest concern, the loss of officers and men sustained by the 40th and 54th regiments, who had the honor of that attack.
