Colombia.—Letters from Carthagena state, that an unpleasant affair had taken place at Bogota, between Mr. Watts, the American Secretary of Legation to that Republic, and Signor Miranda, editor of the Constitutional, and son of the celebrated Gen. Miranda. A dispute arose at a race course, which terminated in a horse-whipping on the part of Mr. Watts. Afterwards, Watts horse-whipped Miranda. And subsequently to this, a meeting for the use of more formidable weapons was agreed upon.

The steam-boat from New-York, due yesterday, had not arrived when our paper was put to press. Her detention is probably occasioned by the easterly wind and fog, which have prevailed for the last three days.
