The quarterly term of the Borough Court commenced on Monday. We learn that the Grand Jury made no presentments of the circulation of Bank Checks under five dollars. This was expected. The Legislature, by its enactments sanctioning the suspension of specie payments by the banks, virtually suspended the operation of the law prohibiting the circulation of paper representatives of specie under five dollars; and any action of the Grand Jury under color of that law, would have been more, in the nature of a pretext to vex and oppress the people; than an honest desire to support the laws.—Norfolk Herald.
