Executive Directory.
Arrêté of the 24 Brumaire, an. 7. [14th Nov.]
The Executive Directory desirous to determine the mode of the execution of the arrêté of the 8th of the present month:
This arrêté relates to the treatment as pirates of Americans, and other neutrals, found on board English ships of war.
Resolves,
ART. I. In execution of the 3d Art of the arrêté of the Executive Directory of 8th of the present month, the allied and neutral powers are invited to take the necessary measures for recalling, within a space of time which shall be determined on, all seamen of their respective nations, which may actually be on board the ships of war, and other vessels belonging to England.
ART. 2. The Ambassadors, Ministers, and Envoys of the Republic to the aforesaid powers will receive particular instructions on this subject.
ART. 3. The epoch of the execution of the arrêté of the 8th Brumaire, shall be determined by a subsequent arrêté.
ART. 4. The Minister of Foreign Affairs is directed to advise with the Minister of Marine and the Colonies, respecting the execution of the present arrêté, which shall be inserted in the journal of the laws.
