Foreign News. The recent arrivals from Europe furnish news of a most interesting, and some of it we are sorry to say of an affecting nature. The affairs of the Dutch at the last accounts, were in a most sad and appalling situation. The city of Antwerp had almost literally been razed to the ground. A large amount of American property in the city at the time it was set on fire, was subsequently consumed by the flames lighted up by the enemies of rational freedom. It is consoling however, to know, that in this temporary but successful march of ruin, in a neighboring country, the affairs of the French are still in a prosperous state.
