Juvenile Court Bill Discussed By Women Civic Club Passes Resolution Favoring Passage of Bill Affecting Garrett County

Discussion of a juvenile court bill which would apply to this county, was the main event of the regular meeting of the Oakland Civic club on Tuesday afternoon in the home economics building of the high school.

The meeting was well attended, according to Mrs. E. Z. Tower, president. Preliminary to the discussion, Mrs. Leo Helbig told the group of the activities of the teen-age club and the progress the members were making at their clubhouse at the Mt. Lake Bowling Alley.

It was explained the juvenile court bill would provide for judges of the Circuit Court to come to Oakland on juvenile cases two to four days each month. It would provide for the appointment of a probation officer who would make the work effective and who would also give social services in the homes of the families of these who were in need of advice and help to keep their children from becoming delinquent.

Mrs. Tower said the object of the bill would be to prevent delinquency and promote youth welfare.

The County Commissioners would employ the probation officer who would be under jurisdiction of the Commissioners, the State's Attorney and the judges. The bill also would provide a detention home of some sort in the county to make it unnecessary to send delinquent juveniles to the county jail.

A state bill was passed in 1945 but Garrett county was excluded at that time. The new bill would use parts of the old bill.

The Civic club passed a resolution on Tuesday favoring the passage of such a bill. Mrs. Tower said the Business and Professional Women's club had given approval recently, and also two organizations in Friendsville.
