RECENTLY RECEIVED, AND OMITTED.

MILAN, JULY 20.

An alarming mutiny has broken out in the French troops at Turin. They refused to march to Tucany, until their arrears of pay were discharged. Generals Jourdan, Delmas, and Colli, exerted themselves to suppress them; but which they did not effect until blood was spilt.—At last upon promise of pay the soldiery were quieted; and to fulfil his promise Gen. Jourdan has demanded a loan of three hundred thousand livres on the merchants, besides another sum on persons of property!! The following is his Proclamation on the subject:—

"At the moment when order was restored, when I was on the point of realizing the promises I had made to you, an unfortunate coincidence of circumstances suspends the execution of my plans for some days, and to demand of you a last sacrifice. I request it of you, in the name of your safety and property, but only for one month. You know that one of the principal duties amounting to even millions, becomes due in July; if only one half, one third, or even one fourth of it is collected, it would be sufficient to repay to you the sum which I now borrow of you. The Bank and the Commerce of Turin will, therefore, lend me 300,000 livres; the rich Proprietors of houses in Turin must advance double the amount of their taxes; the Seventeen old Provinces shall pay 10,000 livres each, and couriers be immediately dispatched to inform them the University and the Mint shall advance to me all their ready money; and all the cash thus received shall be immediately delivered up to the Quarter-Master, of the divisions of troops, &c. I hope, citizens, that, under the pressure of circumstances in which my demand is made, you will only remark my solicitude for your tranquillity. Consider, that a very slight and transient sacrifice will be able to obviate the most melancholy consequences."

On the 11th, the day before the above disturbances broke out, General Jourdan had issued a Proclamation to the Piedmontese, in which he represented to them the happy prospects opening to their view, and stated that six Bankers were now completing a voluntary loan of 200,000 livres.
