The Democratic State Committee of South Carolina declare: "The reign of ignorance and vice in South Carolina is past and gone. Virtue, intelligence, and elevated statesmanship shall, as during the last two years, control the public affairs of South Carolina."

"Virtue" is represented by the sending of General M. C. Butler, the hero of the Hamburg massacre, to the United States Senate, and "intelligence" by the assurance given the negroes that to vote the Republican ticket is to risk being murdered.
