Latest Northern Intelligence.

[Special to the Memphis Appeal.]

Corinth, May 10. - The Cincinnati Commercial of the 3d instant has been received here, from which I glean the following items of northern news.

A dispatch from Cairo, of the 2d instant, says that Gen. Lew. Wallace's division of Halleck's army occupies Purdy, Tenn.

Steamers continue to ply up and down the Tennessee river, carrying the enemy's wounded from Pittsburg.

Gen. Thomas' division has been transferred from the army of the Ohio and attached to that of Tennessee. Thomas takes command of the army formerly under Grant, with the divisions of McClernand and Wallace attached, so as to constitute a reserve. Grant, it is understood, retains command of the Tennessee corps, but acts second to Thomas.

A dispatch from Washington gives the proceedings of Congress on the 2d.

Senator Harlan presented petitions in favor of the emancipation of slavery; and Sumner, on the same day, gave notice that he intended to introduce a bill to abolish the coastwise traffic in slaves and prevent their transportation throughout the United States.

In the lower House a bill was introduced granting additional powers to enforce the collection of duties on imports. Passed.

Twenty or thirty political prisoners had been released from prison, and a number of "rebel" prisoners captured at Fredericksburg, Virginia, had been taken to Washington city.

Applications have been made at the Federal Treasury department, for the privilege of sending vessels south with salt and ice.
