A London paper tells us that one afternoon at the end of last month an American named Fowler landed at Sandgate, about two miles west of Folkestone, having, according to his statement, crossed the channel from Boulogne in a contrivance which he terms "water boots." It consists of a pair of small skiffs, about fifteen feet long and a few inches wide, composed of India rubber cloth, which are inflated with air, joined together by light iron stays, leaving a space of about six inches or eight inches between them. In the centre there is a small piece of board, on which Fowler stood and paddled. He performed the journey in eleven hours, twenty minutes, the sea being very calm. A small sail yacht came across with him, the owner of which says they reached mid-channel in four hours, when a strong current set in and impelled their progress. Fowler packed his boat in a carpet-bag and returned to Boulogne by the midnight boat.
