LONDON, Oct. 28.

The politicks of this country bear a very different aspect within these eight days. Our Cabinet had before sent their ultimatum to France—that we shall support the establishment of the Stadtholder as in 1747: and Prussia had declared that he will not treat on the subject of Holland, unless England is an arbitrator. To this France has refused to agree, and threatens, that the moment the King of Prussia enters Holland, she will march a much larger force to the support of the patriots there. In the mean time our Court is determined to abide by the last ultimatum, which declares, that the Stadtholder shall be supported with the whole force of this country. It was only on the last resolutions of France, that Mr. Pitt joined the rest of the Cabinet in this determination.

Private letters received yesterday upon 'Change from Amsterdam, mention several persons of property having been lately confined there, on a suspicion of having furnished the Stadtholder with money, and carrying on a prohibited correspondence.

Private letters from Brussels inform us, that every thing was in motion in Brabant and Flanders, and that the inhabitants and Monks were employed in the exercise of arms; that the peasants ran in throngs to change their spades for muskets, and scythes for swords, by which it follows of course, that no one occupies himself either in commerce or trade of any kind. They have got already at Brussels 600 horse and 3000 foot, armed, and in uniforms.

It is confidently asserted, that the British Court has entered into a Treaty of Amity and Alliance with the Courts of Petersburgh and Vienna.

In consequence of the resolution taken by France to aid the Dutch Patriots, orders are issued there for the immediate assembling an army of forty thousand men, to be drafted from the different garrisons, and to meet on the frontiers of French Flanders. Application has been made to the Bishop of Liege, for leave to march through his territories, which it is said has been granted.

Advices from Holland say, that the first battalion of the 2d regiment of Waldeck has deserted the service of the States of Holland to follow the banners of the Prince of Orange; they took away the money, chest, colours, &c.

It is stated, upon good information, that the Stadtholder has at present a well-appointed army of 30,000 men; and the best officered of any in Europe.

Yesterday his Majesty's Ship Narcisus arrived in the Downs, from Woolwich, being ordered round to Portsmouth immediately, where she is to get her full complement of men, and hold herself in readiness to sail at a few hours notice.

Two more seventy-fours are ordered round to Portsmouth from Chatham.

Four new frigates, three of which are at Portsmouth, and the other at Plymouth, are ordered to be commissioned, and got ready for sea immediately.

The Contractor, for supplying the Navy with beds, it is said, has received an order to turn out 1500 a week, and that his order is 25,000 beds.

FREDERICKSBURG, October 4.

On Saturday night last a warehouse in this town, occupied by Mr. Jacob Kuhn, was broke open, and robbed of goods to a considerable amount.

On Monday last, the Jockey Club purse of 100 guineas, was run for over the course in this town, and won by Actaeon, the property of Mr. W. D. Claiborne.

On Tuesday, a purse of 75 guineas was run for over the same course, and won by Mr. Claiborne's horse Hazard.

And on Wednesday, a purse of 20 guineas was run for, and won by Diana, the property of Mr. J. Foster.
