EXTENSION URGED OF CIVIL SERVICE

WASHINGTON—Pres. Roosevelt submitted to Congress recommendations by a special civil service inquiry committee that the classified civil service be extended to all positions in the federal government.

The recommendations eliminated from the civil service request only policy determining offices and those which require Senate confirmation. Higher administrative, professional, scientific, and investigative positions would be brought under the merit system under terms of the recommendations.
