Regency Purity.--Messrs. Isaac W. Bishop and John C. Kemble, two members of the New York Senate, and devoted friends of the present administration, are under process of expulsion from that body for having been engaged with Bartow, the Cashier of the Commercial Bank at Albany, who absconded last summer with a large amount of funds, in the fraudulent purchase of stock. One of the articles drawn up against them, charged that when the bill entitled An act extending the time for completing the New York and Harlem rail road, and for other purposes, was under consideration in the Senate, they made an agreement with the said Bartow, to delay the passage of said bill, and afterwards to vote for the same, in order to enable said Bartow, or said Bartow and others, to make money by the purchase and sale of the stock to be created by said bill; and that they corruptly used their endeavors to delay, and did delay, the passage of said bill accordingly, and afterwards voted for the same on the final passage thereof. Another charge is that during the present session of the legislature they have been attempting to tamper with the Commercial Bank in the suppression of facts.
