Effective September 15, J. E. Spurrier, superintendent of the Shenandoah Division of the Baltimore and Ohio Railroad, with headquarters at Winchester, Va., is promoted to a position on the staff of General Manager C. W. Galloway, with headquarters at Baltimore. G. D. Brooke, assistant superintendent of the Cumberland Division, at Keyser, W. Va., has been promoted to succeed Mr. Spurrier. W. H. Riley, train master at Keyser, has been promoted to assistant superintendent, succeeding Mr. Brooke.

Mr. Spurrier in point of service is one of the oldest officials in Baltimore and Ohio service. He began his railroad career as an extra operator on the Baltimore division in 1864, having advanced through various positions in the operating department. In 1874 he became train master of the Baltimore division, in which position he continued until 1886 when he was transferred to the Philadelphia division. He then came to Martinsburg as assistant trainmaster. Mr. Spurrier was promoted to superintendent of the Baltimore division in 1894 and became superintendent of the Shenandoah division at Winchester in 1902.

G. D. Brooke, the new superintendent, entered Baltimore and Ohio service in 1902 as a rodman in the engineering department, later becoming levelman and transitman and was promoted to assistant engineer in May, 1904. He was advanced to assistant division engineer in May, 1904. He was advanced to assistant division engineer at Pittsburgh in July, 1908, and one year later was promoted to division engineer at Baltimore. Mr. Brooke became special agent of the operating department in March, 1911, and February 1, 1912, was promoted to assistant superintendent of the Cumberland division at Keyser.

W. H. Riley, who succeeds Mr. Brooke at Keyser, started railroad work on the Baltimore and Ohio in March, 1887, as a brakeman at Wheeling. He became a conductor in 1889, and in August of the same year was appointed assistant train master, being promoted to train master at Wheeling June 1, 1907. Mr. Riley became trainmaster at Keyser in March, 1911.
