Washington, Oct. 4 - UP - Edward R. Stettinius, Jr., is expected today to take his oath as Undersecretary of State and prepare immediately for handling administration of United States Foreign policy if Secretary of State Cordell Hull attends the planned three-power meeting of foreign ministers.
At the same time the Senate may act on the nomination of W. Averell Harriman, who was designated late last week to be ambassador to Moscow, a post just vacated by Admiral William H. Standley.
Harriman probably will go to the United States-British-Soviet foreign ministers' meeting as well as Hull, particularly if it is held in Moscow. Hull's decision to go to Moscow has not been announced and there still was some doubt whether he would go as far as Moscow on account of his health.
While officials here have permitted most of the news of the coming meeting to emanate from British sources, the report that President Roosevelt had asked Soviet Premier Josef Stalin to agree to hold it in London gained wide credence here. So have reports that Stalin refused to do so.
According to unconfirmed reports, the United States and Britain had sought the meeting after Mr. Roosevelt and British Prime Minister Winston Churchill, at Quebec, had unavailingly sought a meeting with Stalin himself.
