HOUSE.

Washington, Dec. 3.-At twelve o'clock clerk McPherson rapped the house to order and proceeded to call the roll of representatives. When the state of Mississippi had been reached, the clerk said he wished to make a statement as to his failure to put upon the roll the name of any representative elected from the second district. The reason was that no paper, which could be considered a certificate of election in the sense of law had been presented to him. Mr. Chalmers had filed four exhibits to support his claim, but neither individually nor collectively did the exhibits afford the clerk sufficient authority for the enrollment of Mr. Chalmers. If the governor of Mississippi issued a certificate of election to any one, it has not been presented to the clerk. With regard to the first district of North Carolina, the clerk had not received a certificate for the successor to Poole, deceased. The roll call disclosed 316 members. Nominations for speaker being in order Mr. Geddes said, "I nominate for speaker of this house, forty-eighth congress, Mr. Carlisle, of Kentucky, a man acknowledged to be pre-eminently qualified for the place." Mr. Cannon presented the name of Mr. Keifer of Ohio, and Mr. Lyman the name of Mr. Robinson of Massachusetts.
Messrs. Harrison, Tucker, Reed and Calkins were appointed tellers, and Tucker proceeded to call the roll. The result was as follows: Carlisle one hundred and eighty-nine; Keifer, 112; Robinson, two; J. S. Wise, Virginia, one; Wadsworth, New York, one; Lacey, Michigan, one. Mr. Carlisle was elected, and Messrs. Randall and Keifer escorted the gentleman to the chair. His entrance into chamber was the signal for a loud applause. Upon taking the chair Mr. Carlisle made a worthy effort in speech making, and then called the house to order. The States were called and the representatives came forward and qualified.
