HERNANDEZ'S CALL TO ARMS.

A Proclamation by Venezuela's Latest Revolutionist.

CARACAS, Venezuela, Oct. 31.—General Hernandez, the Nationalist, who first declared that he would support General Castro and then started a revolution of his own, has issued a proclamation calling the Nationalists to arms. It is said, however, that the Nationalists are loyal to General Castro, with whom many of them fought.

The Andrade Legions, in a manifesto, denounce General Hernandez as a traitor, and reiterate their adhesion to General Castro.

Puerto Cabello is still held by General Paredes. His conduct is ridiculous, as he has only a small following.
