All accounts of a date subsequent to the late decree, restricting the popular societies, agree that that measure has caused a great fermentation at Paris.

All the intriguers, whose ambition and despotism is supported by the clubs, are busy in attaching the people to their party: they persuade them that the popular societies are the pillars of freedom, and that liberty is lost, if their influence and power should be in the least abridged.

The jacobins are busy in devising the means of eluding the decree, and of continuing their correspondence.
