Apprehensions are felt and loudly expressed, that the shocking state of money matters, will, in addition to other evils, check the progress of internal improvement in Pennsylvania, just at the moment when the last expenditures were about to open a current to the Public Treasury, and give a rich return for labor, anxiety and expense.

It is understood that one half of last year's loan has not been paid in. (the time specified for that in the agreement, has not yet arrived, and a new loan is desired. Now where is the money to be obtained? In the present scarcity--it would not do for the state to come into the market and gather up all the loose cash;-such a competition with the people would be cruel-it would not be tolerated. A remedy must be found.
