SIXTH Congress of the U. States.

HOUSE OF REPRESENTATIVES,

WEDNESDAY, APRIL 9.

Mr. MARSHALL, from the committee on the subject made report, recommending the adoption of the following resolution, viz.

Resolved, by the Senate and House of Representatives, &c. That in settling the account of William Treadwell, Esq. late Secretary of Elbridge Gerry, Esq. one of the Envoys to Paris, the Secretary of State be authorized to allow the expenses incurred by him in consequence of his being captured on his return to this country.

The report was committed for Monday next.

The Senate informed, they had passed the New Post Road Bill with amendments.

THURSDAY, APRIL 10.

The Western Reserve Bill passed.

The Senate notified that they had passed the New Patent Bill with amendments.

FRIDAY, APRIL 11

Andrew Montgomery's petition for relief, having been 11 years a slave at Algiers, was committed.

A Bill to enlarge the powers of the Surveyors of the Revenue, was read twice.

The Appropriation Bill for 1800, was ordered to be engrossed.

The Navy Appropriation Bill was ordered for a third reading on Monday.

The Marshal's Sales Bill was ordered to be engrossed.

A resolution was laid on the table for a committee to prepare rules and regulations respecting the territory of Columbia.

The Bill respecting the punishment of certain crimes against the United States, was ordered for a 3d reading on Monday.

The Bill prescribing the mode of taking evidence in cases of contested elections, was ordered for a 3d reading on Monday.

The bill to incorporate a Mine and Metal Company was read. One clause authorizes the President, when the Company's Capital shall amount to 150,000 dolls. to subscribe 50,000 dolls. on the part of the U. States.

SATURDAY, APRIL 12.

The Secretary of the Treasury presented a statement of the tonnage of the shipping of the United States, at the close of 1798.

The consideration of the Mine and Metal Company Bill was postponed.

A report against allowing any further time for the settlement of final certificates, indents of interest, &c. was concurred in.

MONDAY, APRIL 14.

The Government Appropriation Bill—Navy Appropriation Bill—Marshals' Sales Bill—the Bill for punishing certain crimes—the Bill respecting evidence in cases of contested elections and the Light-House Bill—were passed.

The House concurred in the Senate's amendment to the Patent Bill.

A resolve that the next annual meeting of Congress should be held on the first Monday in Nov. 1800—was laid on the table.

The further consideration of the Judiciary Bill was postponed to the first Monday in Dec. next.

The Senate notified that they had passed the resolve respecting the Copper Bed.

The President, by message, informed, that he had signed the Fishery Act—and the Act to alter the form of certain oaths directed by the Census Bill.

The resolve for continuing in force the Bill laying an additional duty on Salt, passed.

TUESDAY, APRIL 15.

The House concurred in the amendments of the Senate to the additional Post Road Bill.

SLAVE TRADE.—An Additional Act for preventing this trade was read twice—and committed for Thursday.

The Senate, by message, informed they had passed the Merchant Vessels Defence Bill—and Indian-Trade Bill with amendments.

The Arsenal and Magazine Bill was ordered for a third reading to-morrow—The sections which exempted armourers from arrest under civil process—and directed corporal punishment for certain offences were struck out.

The Salt Duty Bill was read, and committed for to-morrow.

Certain amendments of the Senate to the General Stamp Office Bill, were agreed to.

The Senate, by message, informed they had passed a law permitting the exportation of certain parcels of gun powder, muskets and cutlasses.
