Owens Becomes Salaried Representative of Body

Following the second reading of the By-Laws, the Dade County Federation voted the changes as recommended by the committee last Monday night. They gave Owens the job of full-time representative at $100.00 per week plus $50.00 per week expense allowance to become effective on Tuesday, March 11th.

Another important feature of the changes changes the election of officers from an annual to a bi-annual term. The text of the amendments follows:

Article 5 Section 1 to read.

Amend Article 5 Section 1 to read: Officers of Dade County Federation of Labor shall consist of President, Vice President, Secretary, Treasurer, Conductor, Guard, three (3) Trustees and seven (7) members at large as members of the Executive Board. The President shall be a full time paid officer. He shall devote his time to further the interest of the Dade County Federation of Labor and its affiliated bodies.

Amend Article 5 Section 2 These officers shall be elected Bi-Annually (remainder of section to remain as is).

New Section-Article 5. Section 9 When a delegate is elected to office he may not be removed except as provided in Section 7 above or by due process after charges are filed in writing and a trial by a committee of Dade County Federation of Labor brings in a finding of guilt and recommendation for removal from office. Such finding and recommendation, if approved by a majority vote of the delegates present at a regular or special meeting of the Dade County Federation of Labor shall result in the removal of the officer involved.

New Section-Article 5 Section 10 The withdrawal of a delegate by his local union from Dade County Federation of Labor if he be an officer or the withdrawal of the Union of which an officer is a member shall not affect the tenure of the officer until the expiration of the term of office to which he has been elected except that if a local union or an International Union is expelled or suspended from the AFL-CIO. Then such officers of Dade County Federation of Labor who may be members of expelled or suspended unions shall automatically forfeit their positions as Officers of Dade County Federation of Labor.

Amend Article 6 Section 1 Strike out last sentence and substitute the following: "He shall be paid the sum of $100.00 per week plus an allowance of $50.00 per week for expense."

Amend Article 6 Section 2 Vice-President - He shall perform only such duties of the President during the latter's absence or disability as his time will permit and/or which may be assigned to him by the Dade County Federation of Labor.

A request from the Community Services Committee embodied the issuance of credentials to all members which would entitle them to appeal as accredited representatives at union meetings and other occasions; a request for a copy of the list of member locals of the Federation together with the names and addresses of officers where available; and the authority to furnish a weekly column in the Labor Citizen outlining its activities.

A letter from the Dade County Federation of Teachers requested the Federation of Labor to appoint a committee to assist them in an attempt to get the school board to hold all meetings in the evening. A substitute motion requested that all local unions express themselves on the matter.

A letter from headquarters of the AFL-CIO announced a new international union for Laundry Workers and advised the local body to offer co-operation to any locals who wish to affiliate with the new international.

An appeal for aid to Negro colleges was referred to the Community Services Committee.

The assembled body concurred in the recommendation of the executive board confirming Sam Macy as delegate to the merger convention.

A letter from Chas. Gilman, southern organizer, offering his assistance in organization of any groups desirous of affiliating with organized labor was read.

Morris Drapkin announced the annual St. Patrick's Day Ball of the Hotel, Club and Restaurant Employees Local 133, Monday night, March 17th, at the Cafe de Paris, at Dade Boulevard and Alton Road. The same high standard of entertainment as in previous years will prevail, and all union members are invited to attend. Music will be furnished by Tony Lopez' orchestra.
