A deserter rebel officer, who arrived in Vicksburg on Friday, reports that the rebels are evacuating Richmond as fast as it is possible to do so quietly. Advices from the Army of the Potomac, however, do not coincide with those from Washington regarding the movements of the rebels at Fredericksburg. It is stated that during the week past they have, so far from falling back from the river, have been increasing their forces by the addition of several regiments, and that balloon reconnaissances have established the fact that troops are arriving constantly by rail from Richmond. One of our Generals with the Army of the Potomac estimates the number of the rebel army opposite at 100,000.
