The failure of the Compromise Conference at New-Orleans, as was foreshadowed in our dispatches, took place as soon as the questions under discussion were narrowed down to a vital point. The proposition of the McEnery party was to reorganize the State Returning Board, which really controls elections by its power to decide upon the validity of votes. That Board now consists of five Republicans; for three of these it was proposed to substitute two of the McEnery party and a Republican acceptable to both parties. By this means it was hoped that a fair election could be held but this the Republicans would not agree to. Meanwhile the Kellogg Government is reinstated in name, though only recognized by the people where it directly represents the military power. Some extracts which we publish from letters to the Northern correspondent of several New-Orleans merchants indicate their distrustfulness of the Kellogg Government by positive instructions to cancel all orders for goods from the North if that regime is reinstated.
