Palace of St. Cloud, 3d Messidor year 12.
Napoleon, by the grace of God, and the constitution of the republic, Emperor of the French, on the report of the ministers, with the concurrence of the Council of State, decrees:
Art. I. From the day of the publication of the present decrees, the aggregation or association, known by the names of the Fathers of the Faith, the adorers of Jesus or Paganinis at present established at Belley, Amiens, &c. and in some other towns of the empire, shall be and shall remain dissolved. In like manner all aggregations or associations formed under pretext of religion, and authorized, shall be dissolved.
II. The ecclesiastics composing the said aggregations, or associations, shall retire to their dioceses to live there conformably to the laws, and under the jurisdiction of the ordinary.
III. The Laws which prohibit the admission of any religious order, in which persons bind themselves by perpetual vows, shall continue to be executed according to their form and tenor.
IV. No aggregation or association of men or women can in future be formed under pretext of religion, unless it be formally authorized by an Imperial decree, on an inspection of the statutes and regulation, under which it is proposed to live in such aggregation or association.
V. Nevertheless, the aggregations known by the name of Sisters of Charity, Sisters of Hospitaliers, Sisters of St. Thomas, Sisters of St. Charles, & Sisters Valedictes, shall continue to exist in conformity to the decrees of the 1st Nivose, year 9; the 24th of Vendemiaire, year 11, and the decisions of 28th Pluvoise, year 11, and the 22d Germinal, year 12, the said aggregations presenting within six months their statutes and regulations to be inspected and verified by the Counsellor of State, charged with all the affairs relative to public worship.
VI. Our Attorneys General in courts, and our Imperial attorneys, are bound to prosecute or cause to be prosecuted, even in the extraordinary way, according to the exigence of the case, all persons of either sex, who shall directly or indirectly offend against the present decree, which shall be inserted in the Bulletin of laws.
VII. The Grand Judge, ministers of Justice and the counsellor of state charged with the affairs relative to public worship, are charged with the execution of the present decree.
