Paris, 6th March, 1839.
The political character of the new government will be centre gauche—or if be plainer—that which in England would be "Conservative Whig." A firm but not a wavering attitude will be assumed towards foreign powers. The influence of Russia through Her Excellency the Princess Lictyen. (the Alpha and Omega of Russian Diplomacy) is, for the moment, at least—at an end. A close and (as far as Frenchmen even will go towards it)—a frank and friendly alliance with England will be proposed and formed. The Mexican quarrel will be settled by arbitration. Belgium must submit to the decree of the London Conference—(the French Government having formally become a party to the treaty of 21 articles)—above all, Spain must be pacified—and that as you know can only be done by the expulsion of Don Carlos, a matter indeed the more easy by his late butchery of his most attached friends and adherents.
How long this system will obtain—Whether or not it will be at an early day terminated by the refusal of the King to march with the Progress, which this programme proclaims, I pretend not to predict—but this, I know, that every step taken in this matter, His Majesty is "against his grain;' That he abhors that which is termed "liberalism." and that he will emancipate himself from his new advisers whenever he dare.
