Portsmouth.
Tuesday, Dec. 14, 1802.
The next week will in all probability lay before our readers the Message of the President, important in every view to every part of the union, and most of all important to New-England, where alone federalism remains in any consideration—we augur the most auspicious consequences from the Philosophical and enlightened mind of the great person from whom the Message proceeds. The tories shake in their shoes, and await with trembling if not repentance, the exposure of their 'wickedly concerted plans,'—their egregious falsehoods, their palpable impositions on the public, their disgraceful attacks on the President, discountenanced by the free representation of the States, the old and only solid resource and support of LIBERTY—MASSACHUSETTS and DELAWARE, the former the central point of federalism, discarding the favorite of terror, tyranny and despotism.
