It is esteemed here very surprising in the present circumstances, when a War seems likely, for some Time at least, to depend for its Success between France and England, that the Latter Should permit such a Number of Swedish, Danish, and other Ships, as for some Months past have been, and are now daily employed in transporting Cannon, Hemp, Mats, and other marine Stores, from the Ports of the Baltick to those in France, taking no Measures to prevent such a contraband and destructive Commerce; as such a Prevention would be the best, if not the only Means, of effectually reducing the present, and the projected Force of the French Marine: And if it could be made consistent with the Honor of the English, it would certainly be agreeable to their Prudence, to prevent the Cargo of a Sloop from the North from thundering in the Mediterranean, and in America, in the Form of a 74 Gun Ship of France.
