JUNEAU (A'). A proposal for the creation of 16 organized boroughs in Alaska was advanced to the legislature Thursday by Rep. John Hellenthal (D-Anchorage), not as a firm recommendation but as a starting point for consideration of the complicated intermediate government problem.
Hellenthal's bill included his belief that organized boroughs, as outlined in the constitution should cover "every first or second class city, every public utility district, every independent school district."
The Kodiak Borough would comprise the entire Island of Kodiak under Hellenthal's bill.
