A letter from Albany states that a general Banking law will shortly be brought forward in the Senate and House of Assembly of New York State to regulate banking, abolish certain provisions in existing laws complained of by opponents of monopolies, and grant private individuals the privilege of issuing notes in the form of bank notes with restrictions on the amount. The editor of the New York Evening Post shares this impression. The Baltimore Republican questions the Legislature's right to prevent individuals from issuing notes while allowing corporations to do so, arguing there is as much propriety in trusting individuals as corporations, and that individuals have souls while corporations proverbially have none.
