We are informed that, by the advice of a truly noble and most upright personage, a bill will be ordered in for new modelling the land-tax, and reducing it so near to an equality that none can have reason to complain. And (what has been long wished for) that the Commissioners to be appointed for this purpose shall, by the same act, be impowered to call for, examine, and give judgment upon all suspected titles to land or houses, concerning which petitions or complaints shall be presented to them: that, after hearing council, they may, by a decree subject only to an appeal to the House of Lords, declare and establish the right of property; annulling whatever usurpations have been committed by violence or fraud, by the suppressing or destroying of writings and evidences, or in any other unjust way. The rents and profits to be accounted for from the times of usurpation, and restored to the injured parties. The causes of the poor to be pleaded gratis. And in lieu of costs of suit, fines to be levied upon the unjust possessors, proportioned to the value of the premises; one part toward the expences of the commission, and the remainder to his Majesty's use, &c.
