Dr. Goodwin, Washington College, Spoke Before Rotary on Misunderstood Facts
NAMES 4 POTENTIALS
Dr. Frank Goodwin of the Economics Department, Washington College, Chestertown, Md., was the speaker at the Smyrna Rotary Club Thursday night, his subject "Some of the Misunderstood Facts About the War." Dr. Goodwin said that the world has been at war more years than at peace. Four potentials must be considered in determining war power, he said: Man power, national resources, technology, and financial and industrial systems. A comparison made on the basis of these potentialities between Axis powers and England and her allies, he said finds the scales balance in favor of the axis in many respects. "If we go on a war basis of production to compete with Axis, we, in this country," Dr. Goodwin added, "shall be compelled to transfer 60 per cent of our industrial effort to war effort. This means we shall have to do with 60 per cent fewer automobiles, 60 per cent less clothing and probably 60 per cent of some foodstuffs. This war could be financed by taxation, but if any group thinks in terms of improving its own station it would cause a rise in prices and a period of inflation," he concluded.

Dr. Frank Goodwin spoke on misunderstood facts about the war, identifying four potentials for war power: man power, national resources, technology, and financial and industrial systems. He compared Axis powers and England and her allies, finding the balance favoring the Axis in many respects. He warned that the US would need to shift 60 percent of industrial effort to war production, resulting in 60 percent fewer automobiles, clothing, and some foodstuffs, and that financing by taxation could lead to inflation if groups seek personal gain.
