Led by a powerful military regime that dominated the country, Japan found an excuse in the name of emergency to ravish a great portion of China and seek control of the Orient. Flushed with promises of European collaboration, the same leaders joined up with the Axis powers and sought the conquest of the Far East.
All went well until Russia slowed down the German momentum and Britain, America, Dutch East Indies, China and Soviet forces of Siberia loomed on the horizon in virtual encirclement of the Nipponese.
Then came the murmurings of conservative elements of Japan, already war-weary and objecting to invite impending disaster. Many clamored for peace. But Japan had face to save. But how could she do it. The conservative Japanese press frankly admitted it behooved Japan to listen to the counsel of America's President for peace in the Pacific.
How could Japan cut away from her Axis partners when the government had a pact with Hitler and Mussolini. The answer was an ace card in the hole, held by the Emperor.
Traditionally the direct descendant from Heaven and venerated by the Japanese masses as the son of God, the Emperor, in their eyes, can do no wrong. Taking the issue out of the hands of the militarists and the conservatives he can ignore any commitments of the military caste and save Japan. Certain astute authorities believe that is exactly what he is doing.
Judging by the subsidence of Japan war fever and her failure to defy Russia or Britain, Japan now apparently is finding a way out under the adroit guidance of the Emperor.
The way is open. If accepted, Japan may emerge secure with a part of her conquered territory. If not she faces disaster. The longer she defers aiding the Axis powers the more likely is she to accept the policy that will assure peace in the Pacific and her status among the powers.
