Washington, Apr. 13-AP-Prolonged deadlock among the big powers over five issues involved in European peace treaties threatened today to delay indefinitely the final peace settlements for the beaten Axis satellites.
High American officials were privately very pessimistic about the possibilities of breaking the deadlock at the meeting of foreign ministers of the United States, Britain, Russia and France beginning April 25 at Paris.
These authorities, who could not be quoted by name, said it was virtually certain that the projected May 1 peace conference of 21 Allied nations which fought the European war to victory could not be held on schedule. The hope there is that it may be held by mid-May but it may not be possible even then.
Officials said that, until it is held or some other means is found for making peace settlements, political conditions in Europe will remain highly unstable and the return of the world to a sound peace basis will be retarded.
The principal peace issues on which the United States and Britain differ sharply with Russia are not new. They include the trusteeship Moscow seeks over the former Italian colony of Tripolitania; what reparations should be exacted of Italy; the U. S.-backed proposal for demilitarization of the Dodecanese Islands, and the determination of the Istrian boundary between Italy and Yugoslavia.
A companion problem is Soviet policy of making bi-lateral treaties with the Balkan states-a practice that the United States opposes on the ground that Russia thus gains special economic advantages.
