DECLARES

CHARLOTTESVILLE, Va., Oct. 7.

The issue in the presidential election is whether to "surrender" democracy "to an all-powerful police state." States Rights Candidate J. Strom Thurmond said in an address delivered here tonight.

Says Forces at Work

"There are forces at work in this country today, the South Carolina governor asserted, "which are seeking to lead our people down . . . the pathway to the total state . . ."

He charged these forces with working through Henry Wallace's Progressive party, "the Truman-Democratic party, and the Dewey-Republican party."

"All three of these candidates . . . have committed themselves to principles which would undermine the American way of life, and would outrage the bill of rights.

"All three have entered upon the road to a dangerous centralization power in the federal government, and to absolute destruction of the right of the home rule and local self-government."

"The American people as a whole," he went on, "have done little to stop the flow of power to Washington. Today, the tide of public opinion is turning."

Accuses "Greedy Bosses"

He accused "the greedy bosses of the three political parties" of repudiating the rights of individuals in order "to make a cheap bid for the votes of a minority faction."

"The States' Rights Democrats oppose this political treachery" on the part of the National Democratic party," he asserted, and promised that the people "are not going to permit a bunch of vote-hungry politicians to barter away their constitutional rights and liberties to win an election."

He predicted that out of the States' Rights movement, "the Democratic party will be born again."
