Upon the King's giving his Royal Assent to the obnoxious Quebec Bill, and thereby breaking his Coronation Oath, led me to enquire the Framers and Advisers of it, when it was said the Scotch were the first that framed and advised it. Our Resentment then ought to fall upon them, who, not content with having every Place of Profit both in and out of the Kingdom, are, Weedseed like, gaping, undermining, and subverting this once happy Constitution. Is there an Ambassador scarce abroad but is Scotch, a Governor or Consul but what is Scotch? Look at home, you will see them in the most lucrative Employ, and the Navy and Army filled with them. Is there a Command in the Navy given but a Scotchman has it? The same likewise in the Army. All this is not to be wondered at; if the Thane and Jeffries issue their Mandate to the respective First Lords of the Treasury and Admiralty, the Secretary at War, &c. it must be complied with, for they hold their Places upon no other Tenure: Therefore, until the Thane and Jeffries have lost all Confidence of their Master's Ear, the Scotch will ever be promoted in Preference to the English. So prone to Tyranny and absolute Power are the Scotch, that even the Dey of Algiers would not suffer the Consul Fraser to land there, for Fear of being deposed by him.
