A 714-vote "last minute" splurge for Henry from the East End's Pcts. 12 and 13 propelled him into office. 219 votes ahead of fourth-place Dave Goodman, local railroader. Henry thus became the first Negro ever elected to Xenia's Commission since this city abandoned the old Council-mayor form of government and introduced the Commission-manager style 35 years ago. Negroes had served in the old Council which had seats on a ward basis but Xenia's five Commissioners have always been elected as "at large" representatives.
