NEW YORK, Jan. 27.—A Herald special, dated Berlin, 25th, says the report of the arrival of Favre at Versailles and that he was received to-day, created great excitement, although at present it is not officially confirmed. As soon as the news of the supposed intended capitulation was received abroad, the streets were speedily filled with joyful crowds. Great numbers of people repaired at once to the palace in hopes to see the Queen, and hear from her lips the glad intelligence promising a speedy return of peace. They were disappointed in their expectations, as no telegram had reached her majesty. And the public offices and business generally is suspended, the employes being anxious to gather news. The general belief in well informed circles that the rumors of negotiations looking to a capitulation are true, from the fact of Favre's presence at Versailles, but some believe he may have gone there in the hope of obtaining a military pass to the London Conference. The fact is officially known here that only five days full rations are left in Paris from to-day.
