VIRGINIA ELECTION RULING IS ISSUED
Richmond. March 14-M. A. Hutchinson, secretary of the Commonwealth, in reply today to queries about the election law with reference to the basis of representation among judges and clerks of election to be designated this spring, holds that there is nothing in the statute making it incumbent upon electoral boards to consider the State-wide vote of the parties in choosing judges. Although it is necessary to give representation to the major parties participating, he says that there is no basis for a fixed representation.
From letters it appears that confusion seems to have arisen in many localities over the basis of representation among judges and clerks of election because of the changed party status of a number of localities during the presidential election.
