The Newspaper Guild of Detroit, Local 22 of the American Newspaper Guild (CIO), has filed an NLRB petition for certification as bargaining agent for editorial, commercial and maintenance employees of the Detroit News, it is announced by Katherine Lynch, acting local president.
Placing of the News under Guild contract will complete the unionization of all three major Detroit newspapers.
Both the Times, where the Guild has a union shop, and the Free Press, have been under contract for nearly three years.
CHARGE PENDING
Pending against the News is an NLRB unfair-labor practice case filed by the Guild, charging illegal attempts to discourage unionization.
In a preliminary union-management conference, management representatives said that they would decide within a few days whether the News will consent to a speedy election, or whether they will require the longer process of an NLRB hearing.
Indications are the management may object to the bargaining unit asked by the Guild and may ask the inclusion of additional categories. Guild officers said, however, that precedent was well established on the bargaining unit sought, and that they were confident that there would be no breach in the usual friendly agreement as to jurisdiction among unions in the plant.
TIMES RAISES
Impetus was given the News campaign with the award recently to Detroit Times employees under Guild contract of pay raises averaging approximately 9 per cent of former pay. The raises, awarded in arbitration proceedings under the Times contract, are retroactive ten weeks.
Aid of the labor movement will be sought by the Guild in both the News election campaign and in a general campaign to check a threatened wave of "economy" firings on all three papers, Guild officers said.
Free Press Guild members met this week to protest several firings which have occurred on the management's plea that it expects a decrease in advertising revenue.
DEFENSE EXPORTS
Meanwhile, the Guild continued to seek the co-operation of the News in defense efforts initiated by the Guild and the Allied Printing Trades Council, in which both Times and Free Press managements are co-operating.
Both of these papers have put into effect, at the request of the Guild, a voluntary payroll-check-off plan for the purchase of defense bonds. The News management, however, has declined to put such a plan into effect or to accept from the union orders for pay deductions for this purpose signed by employees.
