NEW YORK, May 3 (AP)--
Professor Rexford G. Tugwell, a member of Roosevelt's brain trust, says that "We have everything needed to fashion Utopia, and if we fail to do it we are surely committed to a revolution." He is assistant secretary of Agriculture, and makes the declaration in his book entitled, Industrial Discipline and Government Arts.
The essential need, he says, is free technical ability to make it possible for technicians to use the available equipment fully, in co-operation with workers and government.
He suggests such revisions in the economic system, as price control, elimination of excessive competition, allocation of capital, and greater concentration in national planning.
