Three Tickets In the Field, with the Democracy in the Lead.
(Washington Post.]
What are the Democratic prospects in your State this year, Governor?" asked a Post interviewer of Senator Grover on Saturday.
"I think they are encouraging," was the reply. "I don't know just what this Greenback party will do. They have a ticket in the field.
"When does the election occur?"
"On the first Monday in June. Our State constitution fixes that date, and under the exception to the act of Congress, regulating Congressional elections, we elect our representatives to Congress on that day, too?"
"What is that exception, Governor?"
"The law provides that all Representatives to Congress shall be elected in November, except in States where a different date is fixed by the State constitution."
"And do you elect a new Legislature, too?"
"We elect all of the lower House and half of the State Senate. That is, there are seventy-five members of the Legislature to be elected. The House consists of sixty members and the Senate of thirty. Half of the Senate hold over. This new Legislature will meet on the first Monday in September, and will have to elect a United States Senator to succeed Senator Mitchell. Of the fifteen Senators holding over, ten are Democrats, four are Republicans and one is an Independent. If present Legislature, which does expire on the first Monday in September, is Democratic by ten majority on joint ballot over both Republicans and Independent. Therefore there is a fair prospect of Democratic success in the Legislature about to be elected."
"Governor, isn't Oregon considered a Democratic State?"
"It can hardly be called a Democratic State, if by that is meant a State that can be counted upon with certainty. It is true we have, for several years past, carried the State oftener than our opponents. There is a heavy Federal patronage wielded against us for a small population, and of course that has its effect. There are six Indian agencies, six land offices and three custom-houses, with all their subordinate appointments and attaches. But with a good ticket in the field a ticket composed of better material than our opponents we may calculate upon success.
"Have the Democrats that kind of a ticket now in the field?"
"Yes, they have made a good ticket, composed of good men, and the party is working diligently."
