Few days pass without some ringing reference to the recent act of assassination of a private citizen by an army officer, which had the subsequent approval of the young war-lord, and on top of this there is a storm of demand for limitations of military privilege. Wilhelm is treated with brief civility in the rejection of his enormous program for naval and military expansion, and the insistence of the opposition for the abandonment of the policy which imposes crushing taxes and neglects domestic appeals is most marked and portentous. Germany's present danger is not so much from without as within her own confines, and the present feeling indicates the prelude of a movement that may be as momentous as that of '48. If the emperor was the man of the hour he would realize the situation. In such a juncture ordinary prudence should be a strong appeal for the hearing of the popular voice.
