Rumors abound with regard to Mr. Buchanan's Cabinet; but none of them possesses any authority whatever. The programme of a week since, placing Gen. Cass in the State Department, and assigning places to Bright and Floyd, is pretty thoroughly exploded. After Mr. Buchanan has been to Washington and taken the advice of those gentlemen who have not forced their advice upon him, he can make a selection. In the mean time, I may mention that John Appleton, of the Portland Argus, becomes the sole proprietor and Editor of the Union, on the 4th of March. The terms have already been agreed upon.
