A. F. Kerensky, Prime Minister of Russia, has issued a proclamation, dated last Saturday, formally declaring Russia a republic. The power to administer the affairs of government is in the hands of five ministers: the prime minister of the empire, the minister of foreign affairs, of war, of marine, and of posts and telegraphs. Of course we in America have no means of knowing the status of public opinion in Russia, but judging by the effect the proclamation had on the army, it seems to have been wonderfully well-timed. We have a hunch that some day the world will recognize the "boy premier" of Russia as one among the greatest statesmen of this age.
