SAVANNAH, May 16.
More Fraternity. The commerce of our port has for some time past, been embarrassed by the presence of the L'Hazard privateer on our coast, cruising between Tybee and Charleston bar. This privateer came into the river about ten days ago with her two prizes, the British ship Rosamond and the American brig Chance, and anchored with them at Cockspur; the latter vessel belongs to Mr. Daniel O'Harra, of Charleston, and was made prize by the L'Hazard off that port in violation of the treaty between France and the United States. A few days after, the above vessels came to an anchor, the two prizes ran aground. In this situation Mr. O'Harra, who was on board the brig when taken but afterwards removed by the privateersmen to the ship Rosamond, went ashore and came up to town: when he applied to the court of admiralty for an order to detain the brig, which was granted and the vessel taken possession of by the marshall of the district. The brig Chance was bound from Jamaica to Charleston, and first captured by a French privateer soon after she sailed was then re-captured by a British Cruizer, from whom she was ransomed by Mr. O'Harra: and again captured off Charleston bar, within the jurisdiction of the United States, by the L'Hazard privateer.
While the L'Hazard lay at Cockspur her officers behaved with insolence to some officers that went down to make enquiries into the transaction, setting not only at defiance the force of Georgia, but that of the United States: and it is a sorry fact, that such is the crumbling state of Fort-Green, though it is but a short time since the United States erected it, and continues garrisoned by its troops, that had it been expedient to punish the insolence of this privateer the fort, with all its embrasures, would have been incompetent to the task, notwithstanding the privateer lay immediately under the very mouth of its cannon.
