Mr. Stephens, on his return from Hampton
Roads, it seems now avowed that peace would
be made before May 1st, and made known Mr.
Lincoln's easy terms. His plan is, for the
President to make known his views and terms
as to peace, and to appoint commissioners to
meet State Commissioners to consult on peace
and the return of the States on the condition of
obedience to the laws and constitution. This
plan would secure the return of North Carolina,
Georgia, Alabama, Mississippi, and if South
Carolina and Virginia did not accept, we could
easily coerce them
