The Social-Evil Question in St. Louis.
ST. LOUIS, January 4.—The social-evil question which has been the subject of discussion and the bone of contention in the Municipal Assembly for several weeks past, has been finally compromised, and last night both branches adopted the following amendment to the city charter, to be voted on by the people at an election to be held on the second Tuesday in March: The Board of Health are authorized and required, from time to time, to recommend, and the Municipal Assembly shall have power to pass such ordinances in relation to houses of ill-fame and prostitution as they consider necessary to prevent or check the spread of diseases in the city; but such ordinances shall be consistent with and subject to the Constitution and Laws of the State.
